
Collaborative initiatives launched in the Philippines following selection for the Ministry of Internal Affairs and Communications' 2025 "Project for Overseas Promotion of Secure and Reliable Digital Infrastructure" (Regional Category)
learningBOX, Inc., a developer and provider of e-learning systems, was selected for the FY2025 Regional Category of the "Project for Overseas Promotion of Secure and Reliable Digital Infrastructure" promoted by Japan’s Ministry of Internal Affairs and Communications (MIC). Since July 2025, the company has been actively engaged in business development activities within the Philippines.
As a key milestone of these efforts, learningBOX has signed Memoranda of Understanding (MOUs)—including local distributorship agreements—with three Philippine companies. These agreements establish a framework for collaboration aimed primarily at promoting e-learning within the sector of professional adult education. A formal MOU signing ceremony was held to commemorate this partnership.
Exploring the Potential of Cloud-Based e-Learning in the Philippine Market
This project aims to expand the market presence of "learningBOX," our proprietary cloud-based e-learning system, in the Philippines. Through comprehensive market research, strategic alliances with local partners, product trials, and field validation, we have established the feasibility of this expansion.
In collaboration with TechShake, a local business accelerator, we leveraged extensive networks across the education, technology, and industrial sectors. Through repeated meetings and interviews with local enterprises and educational institutions, we conducted in-depth analysis of the challenges facing expansion in the Philippines, focusing on three key areas:
- User Experience (UX) and Implementation Hurdles: Identifying specific usability requirements and barriers to adoption for local users.
- Decision-Making Processes: Understanding the variations in procurement and approval cycles across different customer segments.
- Unique Value Proposition: Defining the competitive advantages and distinct value learningBOX offers compared to legacy Learning Management Systems (LMS) adopted during the COVID-19 pandemic.
As a result of this research, we have entered into MOUs for future collaboration with the following three companies, all of whom demonstrated a strong interest in advancing professional education and e-learning in the Philippines:

Background of the Selection
The Ministry of Internal Affairs and Communications (MIC) recognizes that maintaining international competitiveness in digital infrastructure and solutions—the foundation of all economic and social activity—is vital for Japan’s sustainable economic growth and economic security. Promoting the overseas expansion of superior digital solutions from regional Japanese companies is considered a highly significant initiative. It not only addresses social issues in target regions and contributes to secure digital spaces but also revitalizes the regional economies from which these companies originate.
The FY2025 "Regional Category" supports regional companies in the identification, proposal, and formation of projects for overseas digital expansion, with the ultimate goal of securing international contracts.
learningBOX proposed a strategic plan for the global expansion of its proven e-learning system and was subsequently selected for the "Project Formation" phase. Moving forward, we aim to deepen relationships with our counterparts in target regions and provide solutions tailored to local needs.
